Join us at the Josef Korbel School of Graduate and Public Affairs for the official launch of Charged for Change: The Case for Renewable Energy in Climate Action, a new report from the United Nations Development Programme (UNDP), Octopus Energy, and the Frederick S. Pardee Institute for International Futures (Pardee Institute). Using the Pardee Institute’s International Futures (IFs) model, the report explores empirically grounded global scenarios through 2060 to ask how we can protect both people and the planet.
Charged for Change is driven by two intersecting crises: accelerating climate change and a persistent crisis of human development, with hundreds of millions of people still living in extreme poverty and undernutrition. The report presents three long-term pathways—a baseline with slow development gains and unsustainable emissions, an ambitious climate-focused scenario that still leaves development gaps, and a third path that tackles both crises together through strategic investments in core Sustainable Development Goal (SDG) sectors.
This launch will feature remarks from the Korbel School's Dean Fritz Mayer, an overview of the report by co-author author Deva Sahadevan, and a moderated conversation with Governor Bill Ritter, lead author Dr. Chibulu (“Lulu”) Luo of UNDP Sustainable Energy, and Dr. Jonathan Moyer, Director of the Pardee Institute. Together, they will explore the politics and practicalities of a just energy transition, the responsibilities of wealthier countries, and what it will take to move from commitments to action.
The event is open to students, faculty, staff, policymakers, practitioners, and members of the broader community. Held on the fifth floor of the Sie Complex, the evening will include hors d’oeuvres, drinks, and time for informal conversation alongside the program.

Speakers
Bill Ritter, Jr.
Bill Ritter, Jr. is a Partner at Freestone Strategies and a nationally recognized leader in clean energy policy. Gov. Ritter was elected Colorado's 41st Governor in 2006. and was the District Attorney of Denver from 1993 to 2005. During his four-year term as Governor, Ritter established Colorado as a national and international leader in clean energy. After leaving the Governor’s Office, Ritter founded the Center for the New Energy Economy at Colorado State University, which works with state and federal policymakers to create clean energy policies nationwide. Governor Ritter authored a book published in 2016 entitled Powering Forward – What Everyone Should Know About America’s Energy Revolution.

Dr. Chibulu Luo (Lulu) is the thematic lead on energy and industry decarbonization within UNDP’s Climate Hub, working at the intersection of climate strategy, policy, and sustainable energy. She brings over a decade of experience supporting governments at global and country levels, with expertise in energy modeling, long-term emissions pathways, and decarbonization scenarios for developing countries. She was a lead author of Charged for Change: The Case for Renewable Energy in Climate Action, a joint report with Octopus Energy and the Pardee Institute. Prior to UNDP, she held roles at CIF, IFC, and GEF. She holds graduate degrees from Duke University and the University of Warwick, and a PhD from the University of Toronto.
